The Requirements to the Rules of Stay in the Russian Federation to Foreign Citizens Studying in Moscow Polytechnic University
Foreign citizens and stateless persons who come to study in Russia must follow the migration rules of the Russian Federation. Legal status of foreign citizens in the Russian Federation is regulated by the following legal acts:
· The Federal Law from 15.08.1996 № 114-ФЗ
«About departure and entry to the Russian Federation»;
· The Federal Law from 25.07.2002 № 115-ФЗ
«About legal status of foreign citizens in the Russian Federation»;
· The Federal Law from 18.07.2006 № 109-ФЗ
«About migration registration of foreign citizens and stateless persons in the Russian Federation»;
· Government Decree from 15.01.2007 № 9
«About the procedure of migration registration of foreign citizens and stateless persons in the Russian Federation»;
· Government Decree from 09.06.2003 № 335
«About the validation of standing order of a visa form setting, procedure and conditions of its issuing, extension of its validity, renewal in case of loss, and also visa cancellation procedure»
and other.
All foreign citizens and stateless persons who came to study in Moscow Polytechnic University must come to the Department of Consular-visa Support and Migration Registration (room H-312) the first working day after crossing the state border of Russia and provide the following documents for migration registration in the authorized body of Moscow:
ü passport,
ü visa (citizens of Latvia, Lithuania, Estonia, Turkmenistan, Georgia and foreign countries),
ü migration card, which is filled in on entry to the Russian Federation
ü for foreign students studying full-time
in the begging of the academic year:
o statement from the admission order (1 year),
o statement from the transfer order (2 year and other);
during the academic year:
o reference from a Students Management Center
for foreign students learning part-time those who do not have an invitation for Moscow Polytechnic University reference from a Students Management Center (or call inquiry) with dates of a session period.
ü contract copy and receipt of tuition payment ( for those who pay for their education).
The tear-off part of the Notice indicated by the mark confirms migration registration.
When leaving Russia foreign students must unregister. They must inform the Department of Consular-visa Support and Migration Registration (room H-312) in two days before their departure.
Students must keep terms of reference to the Department of Consular-visa Support and Migration Registration (room H-312)
- for renewal of registration– 10 days before expiration of validity of registration coupon;
- for extension of visa validity– 30 days beforeexpiration of validity of a previous visa.
(only study visas issued at the invitation of Moscow Polytechnic University are to be extended).
In case of loss or realizing the missing of documents (passport, visa, migration card, migration registration notice) a foreign student must immediately go to the nearest police station at the place of loss to get an incident report and inform the Department of Consular-visa Support and Migration Registration (room H-312). A foreign student takes measures on lost (stolen) documents renewal by him/herself.
In case of changing information about the form and requisites of an ID of a foreign student, documentswhich confirm his/her right to stay (live) on the territory of the Russian Federation, and also his/ her surname, name, patronymic name, place and date of birth, sex, citizenship a foreign student must inform the Department of Consular-visa Support and Migration Registration (room H-312) within 24 hours.
All foreign citizens and stateless persons who come to study in Moscow Polytechnic University must have a valid medical insurance policy on the territory of the Russian Federation. The absence of a valid medical insurance policy on the territory of the Russian Federation generates administrative offence indicated in part 1 article 18.8 КоАП РФ – violation of entry rules to the territory of the Russian Federation.
NOTE! Issues on authorization or a patent on working in the Russian Federation (temporary residence permit, residence, citizenship of the Russian Federation) are not within the competence of the Department of Consular-visa Support and Migration Registration (room H-312).
