С учетом общетеоретического понятия принципов можно определить их как закрепленные в нормах права основополагающие, базовые, руководящие идеи и положения [1, с. 115]. Полномочия президента не могут существовать без принципов, определяющих вектор их развития и содержания [2, p. 23] [3, с. 78, 80–81, 84].
