Today, on the other hand, we have the situation in which countries where the death penalty is banned/outlawed even in relation (regards) to murderers and other criminals, dangerous criminals, despite that, such countries easily get involved with/in military operations, which can hardly be called legitimate. But people, hundreds and thousands of civilians, die in these conflicts.

But at the same time the question arises: should we be wick-willed and indifferent toward various internal conflicts which happen in different countries, actions of authoritarian regimes, tyrants, the proliferation of weapons of mass destruction? In fact, mainly this underlay the question which was directed to madam Federal Chancellor Angela Markel by our respective colleague Mr. Lieberman. Did I understand your question correctly? And, undoubtedly, this is a very serious question! Can look with indifference on what is happening? I will try to answer your question as well. Of course not. Of course, we must not.
Но в то же время возникает вопрос: разве мы должны безучастно и безвольно взирать на различные внутренние конфликты в отдельных странах, на действия авторитарных режимов, тиранов, на распространение оружия массового уничтожения? But do we have the means to counter these threats? Of course, we do. Suffice is to recall the recent history. After all, transition to democracy did take place in our country and a peaceful transformation of the Soviet regime did occur– the peaceful transformation. And what a regime! With what quantities of weapons, including the nuclear weapons. So why shoot or bomb at any convenient occasion (when occasion offers)? Is it possible that in times when there is no threat of mutual destruction we lack political culture, respect to democratic values and law?
Но есть ли у нас средства, чтобы противостоять этим угрозам? Конечно, есть. Достаточно вспомнить недавнюю историю. Ведь произошел же мирный переход к демократии в нашей стране! Ведь состоялась же мирная трансформация советского режима – мирная трансформация! И какого режима! С каким количеством оружия, в том числе ядерного оружия! Почему же сейчас при каждом удобном случае нужно бомбить и стрелять? Неужели в условиях отсутствия угрозы взаимного уничтожения нам не хватает политической культуры, уважения к ценностям демократии и к праву?
I am convinced that the only mechanism of decision- making in regards to the usage of military force as the last resort must be only the UN Charter. With this in mind, I either did not understand what our colleague, Minister of defense of Italy, recently said or what he said was inaccurate. Anyway\whether or not, from what I have heard the usage of power can only be legitimate if the decision is made by the NATO or the UE or by the UN. If he really thinks that way, our opinions differ, otherwise\or I must have misheard something. The usage of power can only be legitimate if the decision is made on the basis and within the framework of the UN Charter. And let’s not replace the UN with the NATO or the EU. And when the UN can really unite all the forces of the world (international) community, which can really respond to the events in certain states, we will get rid of the negligence toward the International law only then the situation might change. Otherwise the situation will lead into the deadlock and multiply the number of grave mistakes. With this in mind, we certainly should strive to make international law universal both in understanding and the application of norms.
Убежден: единственным механизмом принятия решений по использованию военной силы как последнего довода может быть только Устав ООН. И в этой связи я или не понял то, что было сказано совсем недавно нашим коллегой, министром обороны Италии, либо он выразился неточно. Я, во всяком случае, услышал, что легитимным применение силы может считаться только в том случае, если решение принято в НАТО или в Евросоюзе, или в ООН. Если он действительно так считает, то у нас с ним разные точки зрения. Или я ослышался. Легитимным можно считать применение силы, только если решение принято на основе и в рамках ООН. И не надо подменять Организацию Объединенных Наций ни НАТО, ни Евросоюзом. 0:48 Food, water, and oxygen are essential for the existence of human life. Blood transports all these substances though various channels called blood vessels. Blood vessels involve arteries, veins, capillaries. To keep the blood flowing throughout our body we have a pumping system and the heart is the pump which is composed of muscle that pumps the blood throughout the body beating approximately 72 times per minute of our lives. The human heart has 4 chambers. The right atrium, the left atrium, the right ventricle, and the left ventricle. There are 4 valves in the heart. These valves are: tricuspid valve, mitral valve, aortic valve, pulmonic valve. These valves are one-way valves. Now you have seen the structure of the heart, let us find out how it works. The blood becomes oxygen-rich by absorbing oxygen in the lungs. The function of the heart starts when oxygenated blood is carried from the lungs to the left atrium of the heart by means of the pulmonary veins. The left atrium relaxes this blood is pumped into the heart. When the left atrium contracts, the left ventricle relaxes simultaneously. The left atrium pushes the blood into the left ventricle though the one-way valve. When the left ventricle contracts the blood is pumped into the aorta which carries oxygenated blood to the different parts of the body except the lungs. Oxygenated blood reaches the different parts of the body through the blood vessels called the arteries. The arteries get branched to the capillaries which then reach to different organs of the body. The blood then becomes deoxygenated, and the blood capillaries get mixed and form thicker blood vessels called the veins. The veins carry the deoxygenated blood to the heart. The blood vessels that carry deoxygenated blood to heart are known as the vena cava. The deoxygenated blood from different parts of body enters the upper right chamber of the heart which is called the right atrium. The right atrium gets contracted allowing the blood to flow into the right ventricle which contracts with the expansion of the right atrium through the one-way valve. The right ventricle then contracts pushing the blood into the pulmonary artery. The pulmonary artery carries the deoxygenated blood to the lungs for oxygenation. The lungs oxygenate the blood by exchanging of gases and flows back into the heart though the pulmonary vein and starts the circulatory cycle all over again.
